Chairman Since July 2012, Penda has been a General Manager for External Relations and Communications at Rössing Uranium Ltd, based in Windhoek. Before he joined Rössing, Penda was the CEO of the Road Fund Administration in Namibia since May 2005, a state-owned enterprise responsible for the collection of the road-user charges to construct, maintain, and rehabilitate the national road network. Before that, Penda was for more than 7 years the Director of Development Cooperation in the National Planning Commission, the economic and development planning unit of the Government of the Republic of Namibia.
Penda also worked for Caltex Oil, a multinational oil company owned by Chevron and Texaco that operates consumer and retail oil outlets in Africa, Asia and the Pacific. At Caltex Oil, Penda fulfilled the functions of an Assistant to the MD and also as a Retail Manager. Penda has had business interests in the fishing industry since 1991 (a shareholder and director of Empire Fishing Company that catch and processes pelagic fish) and he is a shareholder and current chairman of Telepassport Communications (PTY) Ltd.
Penda has a B.A. degree in Political Science from Old Dominion University in the USA (1985), an M.A. in International Studies from Reading University in the UK (1989), an MBA in General and Strategic Management from the Maastricht School of Management in Holland (2004) and a Post-graduate Diploma in Senior Management Programme from University of Stellenbosch.
